Wiring Harness Clip Question

I know this pre-plastic tie wrap metal clip supports the wiring harness in some way behind the dashboard but I didn't photograph it when I took everything apart. Does anyone know where it goes specifically? I also have the heavier clip but the club dash wiring diagram conveniently gives the location for that.

One location would be the steering column holding the directional wiring up out of harms way.
